A TORY councillor suspended by his party after attending a meeting of the far-right English Defence League has been reinstated.

Blaine Robin, Conservative Southend councillor for Kursaal ward, was suspended from the party last month as an investigation got under way.

In a statement issued by Anna Waite, Tory Rochford and Southend East chairman, said Mr Robin had his suspension lifted with immediate effect.

An independent investigator concluded Mr Robin was unwise to attend the meeting but was not a racist or extremist in any way.

The report added Mr Robin has an excellent record as a party member and a councillor.

It added: "He has worked at all times to achieve a better life for all the residents of his Ward, regardless of race, colour, or religion."

On reading your article about the Stephen Lawrence murder trial I felt the need to comment.

Stephen Lawrence was an 18-year-old A-level student when he was murdered in Eltham, South London, in 1993 by a gang of white youths.

After 18 years of battling the judicial system his parents have now witnessed guilty verdicts to two of the gang who attacked and killed their son.

In my humble opinion, Mr and Mrs Lawrence should be elevated to the House of Lords. Their combined strength has been monumental.

Through their sacrifice and 18-year fight for justice they have helped our country prove that even without a public school education background and the trappings of wealth and connections it brings, you can display dogged determination to get what is right and fair for your family through hard work.

As Southend’s only British-born West Indian politician this means a great deal.

It means that ordinary people outside of the upper middle classes can fight the system for fairness and justice.

Every decent British person loathes racism and discrimination of any kind and wants to build bridges and understanding between races and religious groups.

Without understanding, there is simply ignorance and division amongst communities.

A TERRIFIED councillor has launched a road safety campaign after his car was nearly sent spinning on the QE2 bridge.

Blaine Robin, a Tory councillor in Southend, plans to join lobbyists calling for the Government to bring in tougher restrictions on European left-hand drive vehicles.

Dr Robin, of the Butterys, Southend, was driving across the Dartford Crossing earlier this week when a Slovakian lorry turned into his car, spinning it round until it stopped close to the edge of the QE2 bridge.

The impact smashed up the left side of Dr Robin’s car and left him with pains in his chest, back and legs.

He said: “I could have been killed quite easily. It has really shaken me up. The lorry tried to move lane because the driver could not see me.

“It hit my car and spun it. Before I knew it, I was looking out towards the Thames.”

Under British law, there are no restrictions on left-hand-drive vehicles.

However, the growth of the European market has led to a steady increase in the number of left-hand-drive lorries or large vans on the UK’s roads.

The Royal Society for the Prevention of Accidents claims the likelihood of an accident has increased as a result, because drivers have a large blind spot on their right side.

Statistics published by the Department for Transport in 2005 showed one-third of all collisions involving left-hand-drive lorries were due to the blind spot. A society spokesman said: “Left-hand-drive vehicles are not designed for use on Britain’s roads.

“As a result, blind spots can be larger than with British vehicles.

“This is most pronounced when the vehicle has other road users coming up the far side or when turning right.”

The Government announced a consultation on plans to tax foreign haulage drivers for using British roads yesterday.

Each vehicle could pay a £10 daily toll to bankroll repairs and maintenance.

But Dr Robin said that was not enough. He said: “We need to do more to ensure they are driving safely. All it takes is one incident and you may have a death on your hands.”

I am writing to express my share disbelief after reading articles about the role played by revenue and customs in supporting big business to evade taxes (http://www.channel4.com/news/hmrc-accused-of-bending-the-rules-for-big-firms). My accountant is also upset that individuals are suffering whilst big business find ways to evade taxes.

The following quotation from the Channel 4 news article states:

Exchequer Secretary to the Treasury David Gauke said: "Last year HMRC brought in record revenues for the UK.

"This included £13.9bn that would have been lost to the Exchequer without the hard work of its staff, over half of which was secured directly from large business."

Well my message to David Gauke is that not all staff work hard and many working and middle class people are sick and tired to being pressured to pay more taxes when they can barely afford to run their home. In my case, last year I held down three jobs - my third job generated £7,000 per annum. I work via pay as you earn tax codes. This year my tax bill is touching £7,000 due by the end of January 2012. There seems to be no reward for hard work. Society is saying that the income from your third job belongs to the government. How on earth is this fair? I have a family to support and running costs of a home and fuel to pay for.

The big lesson to learn for me is hard work in England is not always rewarded. I would have been better off staying at home and spending time with my family. Instead I have to be happy and have a smiley face in the thought that leaving home all those early mornings driving hundreds of miles to ply my trade was for the benefit of the state. This is totally sickening. I hope this government can get to grips with the HMRCs amateur practices and get them to keep a better track of what people earn and what they should pay in taxes. People like me are losing faith in the system if it penalises people like me who physically and mentally make sacrifices for this country.

Thank you for allowing me to address today meeting.

My name is Dr. Blaine Gideon Robin. I am elected local politician from England, United Kingdom.

As is widely known our country operates a system of liberal democracy.

We have over 600 elected members of parliament each serving a 4 year term in the Houses of Parliament in Westminster.

In addition there are approximately 20, 000 elected councillors in England serving their local community.

I have been involved in supporting local residents who have experienced pain and suffering in various forms since 2008.

I was elected by a majority of 6 votes in my ward.

In the process I defeated a far right racist party.

I organised and chair our first International peace conference in 2009 and extend an open invitation to this years peace conference in November 2011.

The theme at that national conference in 2009 was to address some the the human rights atrocities taking place in Sri Lanka.

I learned about the Tamil ethnic group and the positive contribution they make to our society.

Against this backdrop however I was astounded at the disproportionate grief they live with knowing that their loved ones are being tortured and killed in Sri Lanka and there is nothing physically they can do to save them.

The War against Tamils has costed hundreds of thousands of lives and has emotionally scared the lives of those trapped abroad unable to return fear torture and persecution themselves from a non trustworthy regime .

300 000 people have been displaced

I am here today to lobby for support from the United Nations to enable the process of a War Crimes assessment of the military regime in Sri Lanka to take place. We need your help and commitement to make this happen and are appealling to the International Community via the UN processes to make this become a reality.

There are over 500 000 Tamils in Europe today. They have received support and asylum in Europe and have proven to be a people that can succesfully integrate into mainstream culture. They make a significant financial contribution to their adopted countries worth billions of euros per annum.

They have achieved this through hard work and by unlocking their God given talents in the areas of Arts, Culture, Science, Business, Medicine, Technology, Politics and Sport to name a few areas.

The War against Tamils in Sri Lanka ended in - May 2009². This was a war between the Government led military regime and predominant civilian Tamil population. The reason why we use the term War against Tamils is reflected in the stories of suffering amongst many Tamils who have lost their relatives to systematic torture and victimisation at the hands of a military regime.
The people living in the North East of Sri Lanka, predominantly of Tamil origin, were systematically targeted by the governments military aggression – including artillery, mortar and cluster /chemical bombing; phosphorus bombing. The greatest victims were the most vulnerable in the community – located in schools, hospitals, faith based organisations (reference Red Cross).
The Sri Lanka government’s predominant rhetoric announced a commitment to reduce terrorism as their justification for action against the Tamil peoples in the North.
UK television Channel 4 by Jonathan Miller in 2011 gave a real clear picture of torture and abuse of the Tamils. The governments military regime made Use of chemical weapons to kill civilian Tamil population. Through this programme saw unbiased objective broadcast of brutal and systematic evidence.
Post war – The main aid agencies providing support to the Tamil community are the Red Cross and the UN aid agencies. The government are allegedly blocking this. Many believe that they do not want the real truth to come out in the same way that the channel 4 journalists were able to expose. As a result there is continuous torture some say as part of a systematic programme of “ethnic cleansing”.
Absolute restricted international media access since 2009. Switzerland and many countries all over the world.
Negative propaganda against European based Tamils and Singhalese have been branded as supporting terrorism – which many European based Tamils say is not true. They are law abiding citizens working hard. Against this backdrop – European based Sri Lankas offer support to the civilian victims of war.

The people in North East Tamil are living with bad memories and mental suffering as a result of disproportionate Military aggression.

Our requests

We want to support the need for a UN investigation into the Humans Rights needs of the Tamil people in Sri Lanka.
We are requesting that the war criminals be brought to justice - who ever they may are and be brought to justice as wide scale and abuse took place.³
We want an end to military occupation of the North and East end of Sri Lanka so that people can be given a chance to recover their lives.

We would like to thank the United Nations and the UN Secretary General Ban Ki-moon for his work to date. We would also like to thank all host European nations and its citizens for allowing Human Rights to be at the heart of civil society for which we can be proud.

Peaceful discussions needed

Since 911 relationships between Muslims and non Muslims has been strained. The UK went to war in Iraq. Tony Blair said:‘I was very keen to make sure this was seen as an attack on all of us’ (The Times newspaper 9^th September 2011 p10). In the UK groups from both side of the community are arguing for their views to be respected. Various protest groups in the UK including: United Against Facism, Muslims Against Crusades, and English Defence League have been presenting conflicting argument as to what constitutes their version of what is right and what is wrong with society. Peaceful protests by the above groups have often resulted in violent outbreaks and are not the answer to building communities. All these groups need to get around the table and resolve their differences and work together. The US government are now in the process of talking to the Taliban and negotiating for peace. There are implications for how the UK negotiates with Islamic nations for peace as a result of the US and Taliban discussions.

Time magazine produced a commemorative issue to mark the anniversary of the deaths of many people when terrorists targeted buildings Hundreds of dead bodies were buried at ground zero in New York city on September 9^th 2001. ‘It sounds pretty strange: I’m one of the lucky ones. I found my son’s [dead] body’(Jim Riches retired deputy chief, New York City fire department). Many people did not find the body of their loves ones buried under the rubble of the Twin Towers. I would like to pass best wishes to one and all. Peace is important for all concerned.

In the context of cost savings to taxpayer I recently have asked the following question to a small focus group of residents: With proposals to reduce the number of MPs from 650 to 600 do you think there is an argument to reduce the number of councillors and council executives throughout the UK?

The responses that came in included those from residents who are asking whether wards like Kursaal can be either shared in name or disbanded. I also have advised residents that legislation would need to be passed to merge Rochford, Castlepoint and Southend council.

Residents may be willing to answer the following questions in a referendum or sample survey:

What would you want in terms of long term planning ?

Merge Southend, Castlepoint and Rochford council with one chief executive (instead of the current three. Each on approximately £100,000) with less number of councillors across the 3 areas.

No change. Leave Southend as it is with 51 councillors (each on roughly £8k per annum; plus those on increased allowances for those councillors on higher responsibilities).

If the end result mean’t improving services for people and Kursaal ward being disbanded or being shared with wards that are more affluent I would get behind this proposal.

Echo journalist Ryan McCarthy covered a story entitled: Riot police save man from 6^th floor window on the 9^th September 2011. The incident happened at Bewley Court, Whittingham Avenue, Southend where a man in his 20s was spotted on the window ledge of his kitchen. Thankfully, his life was saved by the team working skills of all the emergency services. This is great news. The gentleman was taken to hospital and admitted under the Mental Health Act. Black professionals in football management

Last week I was contacted by a journalist from the local newspaper. He stated that in the 1990s there were more black professionals in football management and wanted my views on why there was less numbers in the current era. At the moment Chris Powell, former Southend United player, is a manager at Charlton Athletic and Chris Hughton is a manager at Birmingham City. These guys were brilliant footballers and are doing really well. Colour of skin however is not an indicator of ability to do the job. They are good people to look up to just like any other decent and hard working professionals. Drawing attention to ones colour in the job market is not necessary in the UK. As a matter of interest in the older professions such as Law, Politics, Architecture, and Medicine I think the trends are the same people who are black. It is not always good looking into statistics.

In January 2011 I paid a tax bill of £2000 on top of all my employee contributions. This year my projected tax bill is £5000. This is hugely disappointing.

In August 2011 ‘Her Majesty’s Revenue and Customs apologises to 500 000 self employed people for sending out their self assessment tax bills far too late for them to meet payment deadlines’ (Private Eye magazine No.1296 p6) . I work hard for a better future for my family. When the tax office gets things wrong people like me have to pay the price several times over. This is not fair and something should be done to improve things. Getting retrospective tax bills of this magnitude is enough to make a person simply give up or even leave the country for good!. I have to prepare for next years taxes by probably trying to earn less income this year!

Cllr Dr. Blaine Robin is to address the UN assembly in Geneva on Monday 19th September 2011. Following the ceasefire of the War on Tamils in 2009. The Southend on Sea Borough Councillor will be talking about problems facing the Sri Lanka ethnic groups. Cllr. Dr. Blaine Robin said: "It is very important the Southend on Sea residents of Tamil origin feel fully represented on this matter. The Tamil forum invited me to speak on their behalf and I am deeply honoured by this". In 2008 Cllr. Dr. Robin and Cllr Louise Burdett organised the first Peace conference in Southend. This conference saw the coming together of British Sri Lanka Tamils sharing their grief and concerns regarding the conflict in their homeland. The third annual conference will take place in Southend in November 2011.

Several resident have been asking me about police plans to support residents in Southend. I made contact to the council about an hour ago. I also logged into my council emails and received the following response from the chief executive:

Dear Councillor
One or two councillors have raised with me concerns that rioting being experienced in London and other cities may occur in Southend.
Despite some rumours to the contrary, there is currently no evidence to suggest that we are likely to see such rioting.
However, we will continue to liaise with Essex Police to assess any potential implications.
Whilst public safety is the responsibility of the police, we will provide whatever appropriate support we can to them if needed.
In the meantime, we are monitoring any implications in our own public buildings.

Tottenham on fire...other towns in UK feared

I was talking to uncle Vic tonight. He lives in Muswell Hill, Haringey. "Hi Uncle". I said answering the mobile phone. "I was thinking about you and the family in North London". My thoughts were truly about the Clarke family. They know Tottenham like the back of their hands. I also trained in Karate at the Gladesmore sports centre for many years under the watchful eye of Sensei Joe Williams in the late 1980's. What I call "The looters Riot" took place on Saturday just gone. Fuelled only by greed and opportunity to loot on a large scale in my opinion.

Uncle Vic's story unravels and I listen: The retail park near Tottenham Hale station was empty early into the evening. A few residents got smart. Most of the police were in another part of the borough tackling the riots. Some residents got smart … they drove into the retail park and got to work. Coded message for beginning to thieve and loot. A message came through a friend of a friend that people were coming down to Tottenham from Notting Hill to begin to thief (Teef is the Caribbean dialect which still remains a part of English street dialect). “Blaine !” said uncle Vic in a tone of incredulity and frivolity. In West Indian communities there are different ways of shouting at someone and responding. You just have to catch it right and ride the rhythm and the musicians would say. I listen on “Can you imagine the Comet electrical store where you live? As you go into Comet there is all this electrical equipment”. Uncle Vic pauses as though he were a performer on stage at the local comedy club. He is sort of catching his breath almost as if to deliver a punch line. The passionate cockney dialect comes through loud and clear. He continues: “There are cameras as you go into the shop (for a moment I though he mean't CCTV camera's...but he really mean't was blinging with shinning brand new state of the art cameras - small, large and in between) to welcome you in; there’s tv’s - authentic range of flat screens Panasonic, LGs, Sony - you name it; computers; laptops" . He paused again and took another breath. " I heard when people were finished the whole store was empty”. I couldn't believe it . “Rarr! I respond…it’s like the actions of nano technology in Terminator..Rise of the machines. People just eating their way through the store and leaving the carcass” I say.

Uncle Vic was angry at the waves of crime but there was almost humour between us from this pathetic event that rocked the whole Nation. " I hear its spilling over into Birmingham" he said. My mind briefly switches to Birmingham. I am currently helping Adjei a former Kursaal resident who now resides in Birmingham. He is an asylum seeker fleeing trouble in his homeland of Nigeria. He is unable to return to Nigeria as he will be killed should he return. Even from Birmingham he contacts me to update me on his struggles. My mind also runs on young Habib who although lives in Birmingham is spending the summer holidays with his family in Southend. He is 8 years old and one of the most skillful 8 year old footballers that I have ever seen. He attends my football clinic at Southchurch park. The clinic is an annual event that I run made up of over 100 hours of free summer activities for young children. My wife asks: What has the killing in Tottenham got to do with people in Birmingham. We have two elderly aunts who live in Birmingham. This weekend my wife and son will be attending a marriage celebration so the concern is understandable. I know Bournville quite well through many hours of discussion with my dear friend Grace Gibson about her friend Mrs. Johnson and through many visits to see the place myself. I cannot imagine Birmingham being burned down by their own children for no reason.

Switching back to the conversation uncle Vic he continues: There was people of all races looting. Blacks, whites, Greeks, Turkish, Eastern block countries. Everyone was just seizing the opportunity to teef. People who you would not expect..old pensioners walking down the road with their trolleys. There was a man running down the road with his hand full of bra’s. There was a man at the retail park asking passers by to loan him a pound to unlock a shopping trolley so that he could fill it up with goods. They are not worried about the man who got shot.

I quickly think to myself: What a legacy this bloke left behind. Some say he came from a serious family…if you’re a Londoner you will know what serious means. So the police did their job. Problem is if the man did not have a gun on him at the time of the killing it’s going to reflect badly on the police.

We end the call on a positive. There is going to be a family BBQ at the end of August. You better be there Blaine say Uncle Vic. "No problem...everything will be alright".

Selective Licensing in Kursaal Ward

On the 2nd August 2011 a prominent resident and landlord of Pleasant Road Southend told me that he is against the current plans for selctive licensing in Southend. My initial reaction was to address the concerns of residents who are sick and tired of rogue landlords who do nothing to dispel the perception that they are simply profiting from state handouts to make themselves wealthy without any desire to improve their property. "Look outside this road" said the resident. He began to show me that there were no problems of "bad landlords" on his road.."perhaps the exception is Mr. Pangs building which is now showing improvements. He accepted that Kursaal ward housing the highest number of drug addicts and ex convicts more that any other ward in Southend. "Good landlords should not be penalised by the system only the bad landlords" said the resident. I intend to fight hard for a better Kursaal and will be making resprentations to council about challenging the blight of anti social behaviour which is the cornerstone of selective licensing policy.

I visited a resident yesterday about the problems with the justice system. I can only conclude that there is a travesty sometimes of the justice system who saw no reason to press charges against a man who allegedly raped a young girl at his own daughters party. What do women have to do to be taken seriously in incidents like this? What do parents have to do to obtain justice when their child suffers at the hands of an evil monster? This man is now walking around Southend freely without fear or guilt that he gave into his sexual desires at the expense of a teenage girls self esteem. I have a daughter and cannot begin to imagine how I would cope if this were to happen to her. I know a dozen men in Southend whose instant reaction would be to take the law into their own hand a give this man a serious sorting out. As responsible parents we have to do what we can to protect our children. Kursaal residents need help and support from the police.

I spent yesterday with a grieving family whose grandchild will possibly be taken away. This is very sad as this family are the most loving and caring family that I have ever met . I want all families with "children in need" to get to know the law about Child Safeguarding. Above all use me to help at the earliest stages of social work enquiries and I promise to assist and enable families to feel confident in their own decision making and in the powers that are exercised by the council.

I am confident that the child will continue to be safe and hope that one day will be reunited with his very very loving family.

I have spent the past view minutes today , 04.08.11, responding to a residents call for action. Angela is an entrepreneur who has suffered immensely at the hands of drug dealers and prostitutes. She moved from Leyton 6 months ago runs a beauty therapy business and is totally upset about what is happening in her part of Southend.

Angela told me that she fought off a man who tried to rape her several months ago. Angela strikes me as being a resilient person. No woman should have to put up with men who behave in this way. She has since fitted CCTV and a burglar alarm. This has costed her a lot of money.

Over a year ago a Member of Parliament - Chris Grayline -http://en.wikipedia.org/wiki/Chris_Grayling) stated that many parts of the UK resembled Baltimore (USA) in the fictitious TV serial "The Wire". The Wire - which features many UK artists (e.g. Dominic West and Idris Elba) depicted a failing community gripped by corruption and scandal. The central theme running throughout the film was the police's uses of wire tapping technology to track down data from potential hard core drug dealers located on "the corner". In reality Britain, it seems, has been in the grip of corruption between Journalists, the police and quite possibly politicians for a number of years. Paying the police for information is wrong; tapping the telephones of citizens...is wrong (Murdoch 2011 BBC Live Broadcast). It would seem that the wire has certainly been part of our culture for a number of years and is absolutely wrong when law abiding civilians hassled in this way.

I kept visiting residents through the rainy weather on the 16th July 2011. I then spent 2 hours in the afternoon with residents of Pleasant Road. The range of feedback I obtained is as follows: 1. the need for an update from the Traffic Department regarding the recent resident’s car parking consultation and proposals. 2. The need to inform the Traffic department about driving incursions on Ash Walk verges. 3. The need to inform Hair and Sons, as local landlord, about management of overgrown trees on Ash Walk. 4. The need to inform the chief of police about active drug dealing between Queensway and Ash Walk Alley way.

Social Action - Saturday 16th July 2011

My morning began with a brief visit to Southchurch Library at 935am. At the library I met Mr. Mick Holland who was busy setting up a stand for members of the community information about community safety.I then commenced my street surgery on Belle Vue Avenue, Belle Vue Place and Belle Vue Road. These home visits lasted two and half hours- from 10am to 1230pm. The main feedback from residents was that something needed to be done about fly tipping of rubbish down the alley ways and that there was a need for dog waste bins. My colleague and friend Cllr. Louise Burdett has actively made improvements in the Kursaal ward on these matters including organising many alley clearance days. Irresponsible dog owners are very bad for our community. Residents are unhappy that irresponsible dog owners simply allow their dogs to litter the streets. Even when many owners bag the mess they foolishly throw the bags either into people’s gardens or into the streets. Residents are tired of the irresponsibility of some of their fellow residents and fall short of criticism to the council.One resident from Belle Vue Place stated the following: The shopping area of Soutchurch Road nearest to the station is an asset but the resulting litter is an eyesore and health hazard. There are not enough litter bins; however, I doubt they would be used.The transparency of Community News is proof of how much I listen to all residents even those who are cynical about the role and function of the council. Listening to all residents is the only way to ensure fairness and that all views of residents matter deeply to me. For example another resident said: There is too much "road calming" making East /West journeys through Southend tiresome. She also asks: Why have Southend council made people living in the East of the town second class citizens by effectively blocking off the main East / West roads through the town? I do not necessarily agree with this resident but I respect her right to express her opinion which is valid. Yesterday I drove from Southend to Barnsley, South Yorkshire - for work. The journey started at 11am. I arrived in Wombwell, Barnsley at 5pm. I did not experience any problems driving through Southend on Sea. I returned to Southend on Sea on 19th July 2011 and experienced no problems getting back into Southend. The council has not therefore made me and others like me second class citizens. There will be mixed views about the East West travel. The debate has taken place for a number of years.

Despite the rain many families turned up to the event to give it their full support. I was given a tour of the facility by the deputy manager and was very impressed with the spirit of this enterprise which has been trading for over 20 years.

last night this motion was successfully submitted in full council.

The battle to sustain social and economic growth in our local and wider community is a serious challenge, particularly given the impact of poverty and disadvantage on the lives of our children, the elderly and people with disabilities. This situation is made worse by the fact that, in 2011, many of our residents are faced with record high prices on essential items such as fuel and groceries.

We move that the Council, in collaboration with other partners, instigates an overarching debate on poverty in Southend and explores the development of a wealth / deprivation tracking index which can then inform future decisions of the Council.

When I was younger I was taught in school that poverty is a relative concept. This meant that not having sufficient resources to get by depended on ones circumstances at a particular place and at a particular moment in time.

Several years ago leading public figures in our community stated that there was no longer "absolute poverty" – where people cannot afford to provide a meal for themselves or keep warm in cold weather (http://www.poverty.org.uk/summary/social%20exclusion.shtml).

Yet we know that many, many people slip through the gaps of service provision fuelling a debate that services often reach out to the greediest and not the neediest. In 2001 the BBC reported that over 5 million people were living in absolute (http://news.bbc.co.uk/1/hi/health/1207241.stm). We have only but to cite the many cases of benefits fraud and Disability Grants fraud that takes place to realise that the minority who abuse the system make it worse for the most genuine cases.

Beyond the widely held beliefs that people out of work have access to benefits that can enable them to survive sufficiently exists many decent people who just cannot afford to make ends meet.

Last night I attended the Southchurch Road Plaza. I was invited to attend by one of the local members – Ms. Jenny Price. She and a team of six volunteers provided and evening meal to over 60 residents comprising of people who have high levels of social needs. These are people who do not travel on a 2 week holiday each year . I commend the efforts of charities such as the Southchurch Plaza and Southend Vineyard who through the benevolence of many local residents are able to purchase groceries and offer a meal and provisions to many people in need.

When I first became involved in community work I wanted to help others. I believe I have done this during my term of office. Poverty and homelessness confronted me as a child in England. Our family, like many others in this town, would rummage through skips or spend countless hours shopping for second hand clothing in charity shops and jumble sales just to make ends meet. My family were not the type to "shout" loud in order to obtain resources. They had pride, humility and determination. We were housed on the Malvern Road Estate in Kilburn North West London between 1978 and 1982 in the 4^th floor of a poorly maintained block of flats - the US . Many years later the area is synonymous for high profile crime. Like many parts of Southend it is not a place of choice but a place of necessity. Many of my cohorts either ended up in jail for robbery or like myself fought their way out and have made something of their lives.

When I see Kursaal ward I see many people struggling to get by. I also see areas of hope and social prosperity - where people help one another and want to take charge of their life and the community around them.

Will Kursaal always be an area that houses ex offenders, drug addicts, have the lowest life expectancy, the lowest level of attainment, and the highest levels of anti social behaviour in its parks? I would like our master plan to be one which is dedicated to tackling inequality – whether it be overcrowding; education; antisocial behaviour; health inequality; employment and pay differentials.

One piece of information that I found alarming was as follows: In the national index of multiple deprivation statistics: Kursaal has one area where "education need" is ranked as the 635^th most needy out of 32 482 areas. Thorpe Ward where I live has an area where there most needy score is 18, 513 .

Many residents in Kursaal do not like to be associated the name Kursaal. To them it is synonymous with all the worst visual social stereotypes of the housing estate similar to the one where I spend my child hood years.

I would like to see all future council proposals/papers have a headline about what it intends to do about poverty in the areas where investment is targeted. Only then will we be able to see what progress we are making to improve the quality of lives of many of our residents who are cynical about council.

If you are a resident with passion for improving aspects of our community please let me know your thoughts about the following:

1. Do you think we are in an economic recession?

2. Do you think that the cost of food and fuel is unnecessarily expensive compared to 18 months ago?

3. What can private sector employers do to maximise profit in this climate?

4. Public sector organisations like Southend Borough Council, Southend Hospital, South Essex Primary care trust, Southend and Essex Police have to make savings. How can they do this effectively without dropping standards to frontline services?

5. One resident mentioned to me that : Labour took 13 years to spend the money...the conservatives cannot get it all back in 2 years. Do you agree with this statement? What does the statement mean to you?

6. Southend on Sea has 70% of its population on benefits. Does this surprise you? Is this a good thing or bad thing for the community?

Local Charity fundraiser proves to be a huge success with the local community. On Saturday 9th July 2011 His Worshipful Mayor Cllr. D Norman opened a successful charity fundraiser in aid of the Alzheimer's Disease society. The Alzheimer's Disease society is the chosen charity of the Southchurch Road Tesco branch. The organiser Mr. Lee Clark was inspired to get involved in fund-raising after a chance meeting with a customer suffering from the disease. The event which took place at the Belle Vue Baptist church, who kindly donated free use of the hall and facilities. The event attracted over 100 local residents and raised a total of £1590. Mr. Clark said: I am happy of the amount raised and seeing so many families turn out for the event. Alzheimer's disease is characterised by the significant loss of memory - not just in old age - affects almost 1 million people in the UK. The pressure on sufferers and their carers is increasing as the numbers are growing. Mr. Clark (pictured in the yellow T shirt) chose this charity to raise awareness about the disease and was fully supported by staff colleagues from the local Tesco store who helped him on the night. Local resident , Mr. Burns of Stornoway Road said: More people should get involved in events like this. A great evening was had by all.

Community Work: A Labour of love and legacy of hope

On Saturday 9th July 2011 Cllr. Dr. Blaine Robin spent the morning with residents of Ilfracombe Road. Here with the Scarlett family and Mr. Denis Garne sharing information about how to help improve the community. Cllr. Robin said: I am here to help all residents living in the community. I will be helping to provide skips for an alley clearance project to commence on this road in the next few days. Thank you to all residents who helped complete a recent survey questionnaire.

By Saturday evening Cllr. Dr. Blaine was supporting a local charity fundraiser in aid of the Alzheimer Disease association charity. Cllr. Dr. Blaine said: The evening was well attended and raised £1300 on the night. Local residents paid £5 entry and supported this venture fully. Belle Vue Baptist Church provided the venue free of charge. Thank you to the Belle Vue Baptist church.

On the 5th July the following discussion tread commenced. The aim of the discussion is to find out what residents think about Kursaal wards state of deprivation and poverty across a range of factors: Housing; Low income; Effects of bad debt such as rent arrears; criminal behaviour and stigma. In one of the tread a resident accused the Conservative Councillor Dr. Blaine Robin of being Left wing. Cllr. Dr. Blaine Robin replied: I am a person first and formost. The analogy fo football comes to mind where left wing, right wing and centre forward are positions on a football tean. When it comes to taking on structural poverty we all have a responsibility to play to beat it regardless of political positions and our aim must be to tackling poverty in Kursaal ward. It is the most deprived area of Southend.

Very good yet still, we have no landlord licensing, money is poured into capital projects etc. The only money spent in the ward seems to go toward the Kursaal Estate sorry woodgrange or putting up pretty lamp posts on Southchurch Rd. Still those hardy enough to enjoy living in the ward for its diversity have to put up with bad landlords blighting their home, with anti social behaviour and ghetto creation. Such a shame on SBC.

Your argument is clever re Kursaal Estate. A lot of our residents are in receipt of housing benefits and income support this does not make the rest of the ward suffer. Our waste is collected on time; our police engage with residents, We do need the licensing matters actioned. Our new portfolio holder Housing is Cllr Lesley Salter. I will now liaise with her about this and get back to you. I met a landlord yesterday who was robbed by a tenant who left without paying 3 months rent. Not all landlords are bad. Some tenants do not help themselves also.

Blaine, yes core services work and at a good value price, however, the fact remains that NO real action is taken to pull the area out of these figures. I still find it amusing that a major gateway to Urban Beach (Southchurch Avenue) looks... the way it does, and did they change the sign-age to route traffic away from this street? A tenant default is a risk any commercial landlord takes, it is not something to feel sympathy for this will be absorbed, in most cases the crap they pedal wouldn't let on the open market and they rely on the state to make them money, they charge not what the property is worth, rather the max that is allowable for its size, this in turn pushes the cost of the better property up, so for those in the private sector that are working it becomes a vicious circle. I am sorry but being a landlord is like any other business, occasionally you get knocked, I have just had someone renege on a contract worth £ 70K, I’m annoyed not a lot I can do but dust myself down and move on. I certainly don’t expect sympathy for the loss. Or some state benefit to come to my rescue with a package. It’s a loss of prob £10K to the treasury as well. In fact if I chose to litigate I have to do so in the knowledge that the court service is rubbish and running at least 2 months behind its already woeful service levels of 2 years ago. If you are a landlord in the private sector letting to Benefits claimants, you can purchase a rubbish property; make an 8 or 9% yield on it. This again pushes up purchase prices of starter level 2 bed flats etc. Again the hard-working lose.

not all landlords are the same as you both know I clear rubbish for a living and often get called to clear out flats and some of the things I have seen are nothing short of criminal I have seen landlords life’s in pieces because of the way s...some tenants have abused their properties and not paid the rent as well. There has to be a system that also protects the landlords as well as the tenants it can’t all be one sided to protect the tenants. and if there were no landlords there would be nowhere to rent then what would people do .to me I try to make things simple therefore I would just say if u find a property you like rent it if you don’t like the property don’t rent it then complain afterwards .

Simon Wright Robin, Kursaal is a very mixed ward; it has in parts a very high level of cohesion and engagement. Councillors in other wards would regard it as a dumping ground an area that is necessary to keep their ward clean.

I would like to respond to Cllr. Assenheims letter published in the Echo on the 4th July 2011. He commented that questions were "vicious and loaded". I would like to contradict my colleagues assertions. Mr. and Mrs. Weaver exposed serious gaps in the Independent Partys story. Their story is a journey of " How to bring the council to its knees". Well Mike residents of this town will not support the Independent Party's crusade to celebrate Southend becoming a failing council. I believed that the questions asked in the public gallery and the answers were a serious revelation in the myth of the Independent Party - who claim that they oppose party politics. It showed that people are genuinely concerned about their crusade. For example the councils finance issues are wrongly interpreted by the Independents and then peddled into the community. The role of libraries in our town were wrongly interpreted by the Independents and then peddled into the community. The community need all of us to act judiciously on their behalf. It is not time for blaming one party over another. The administration are doing a good job and thankfully our town is not bankrupt like many councils in the 1980s. Let us be positive about the progress the town is making under the conservative administration. I like Mr. Assenheim very much we sit on the same committees but I challenge his colleagues to develop some policies and engage with the council rather than attack, attack, attack.

Girl 16 should receive Southends highest honour

When I read Max Orbach's (max.orbach@nqe.com) article entitled "Girl, 16, hurt defending pal from street attack" I was deeply concerned about what drives people to commit physical violence to one another in Southend on Sea. Apparently the 16 year old stepped in to help her young friend, who was being attacked by a woman with a broken beer can. There was also some racial abuse by the perpetrator. I am just glad that the police made an arrest of a 33 year old woman on suspicion of a public order offence. I believe that the girl of 16 needs to be awarded the top prize that our council has to offer its high achieving citizens. Her act of help saved another young child. I have a daughter and would not want her to be victimised. The 16 year old is truly a role model. I understand that you have asked for information relating to deprivation in Kursaal ward. Attached is the latest information, for 2010, for each of the Lower Super Output Areas (LSOA) in Kursaal Ward, compared to 2007, which gives the overall IMD score and the ranking for each LSOA compared to all in England. Also attached is a map of the ward with the LSOA code numbers so that you can see what each covers in your ward.You will see from this that:
· Kursaal Ward has significantly higher levels of deprivation than for Southend as a whole.
· One of the LSOAs (basically covering the Woodgrange Estate) is the 99th most deprived in the country.
· Two of the LSOAs are in the top 10% of most deprived in the country
· All of the LSOAs are ranked in the top 30% of the most deprived in the country.
· Deprivation in 3 of the LSOAs has got worse from 2007 to 2010.

For several years local residents Mr. Lines (left) and Mr Spier (Right) have acted as strong residents voices for Pleasant Road. " They call this H" block and the estate over there alcatraz Blaine...thats what they think of us" is what Mr. Spier explained to Cllr. Robin. The metaphor of imprisonment no long fits the aspiration of Kursaal ward residents fighting for a better quality of life for themselves and their families. "Times may be hard. But we are fighting together to go further than ever before as community " said Cllr. Blaine Robin who organised a council visit (see Mr. Brown and Mr Lines in image to right) to a raised flower bed site at the top of Pleasant Road and Queensway Highway on the 29th June 2011 at 7pm.

Mr. Colehill a resident from Pleasant Court joined the impromptu meeting to share his opinions about a range of community matters.

The outcome of the meeting will result in residents being asked their views about participating a community garden to revitalise the rose garden.

Today several residents have continued to make enquiries about the Kursaal "City Beach" site. Onc resident in particular has requested that the site be dedicated to either an ice skating rink or roller skating park. " Think about the kids" says the resident.

I will ask the council officers to look into the idea of seafront leisure facilities that can complement the hugely popular and successful adventure island. This is a good idea considering the 2012 Olympic Legacy and beyond. We need an entrpreneur who believes that this idea helpful and useful and makes good business sense.

Another resident asks about the gain to residents from developments who break rules and may be subject to fines.

I liaised with council officers today to find out about specific contributions from developers that can be made by for the benefit of residents.

These are known as Planning Obligations: Section 106 (Town and Country Planning Act ) and Community Infrasture Levy.

Funding from the section 106 elements can fund support for :
- Local schools
- Road improvements
- Sport and Culture.

My work is focussed on the needs of residents who want a better deal for Kursaal and Southend.

The preamble to another impromptu meeting with Cllr. Judith McMahon

I briefly met with Paul West on Alexandra Street at 1030am. We have a meeting in 1 hour at the Civic Centre with fellow councillor Paul Van Looy and seafront entrepreneurs worried about the impact of the impact Gambling Licence regulations. " Have you booked a room as yet ?" He asked. "Not yet but if we cannot get one we will have to use the conservative common room I replied". We both laughed and commented about the weather.

Pre climatic event

We parted as I briskly walked up the Southend High street. In the distance who should I see walking towards me? Answer: " Judith McMahon - Kursaal Ward Labour Party Councillor". Ok remain calm Blaine is what I said to myself. Seeing her twice in less than 24 hours seems to be a bit too much of a coincidence.

The main event

As we came face to face with one another I said: Good morning. She stopped, paused and cocked her neck to one side and asked: " Are you doing survey?". I thought to myself: " What the....?!" I composed myself again and said: " No. I simply wanted to say good morning". Judith then replied " Good morning". She leaned against her bicycle as if it were an arm rest and continued.
" You looked as though you are doing surveys". At this point we were standing in the middle of the High Street outside Britannia and Santander.

Making our residents proud

I attempted to walk away but held her gaze and before I could say " Jack Robinson" we began a conversation. We must have stood in the middle of Southend High Street for what seemed an eternity. I could not believe it. We were engaged in good rallying conversation about various national and local policies affecting our residents. These included: The forthcoming Localism Legislation; Big Society Agenda; Council policy on buildings and land assets; changes to Learning Disability Services - for which Judith fully supported direct payments. She appealed to myself and Cllr Louise Burdett to keep her informed of what we understand from the national government policies because she Judith said that she could not understand it fully. She kept challenging the conservative party policies and I remained clear in my views that our first priority as councillor is the residents not national party politics. I reaffirmed that our goal must be to ensure that our residents and public sector workers do not suffer and that we work our officers and portfolio officers as hard as possible to ensure that residents affected by a range of issues do not come off second best. We gazed deeply into each other eyes and continued to state that councillors can never take over the role of parks attendants and neither should residents but if there was suitable scope and resident involvement to form companies or coops to manage services that we needed to let the residents have the power and the strongest voice. I stated that money is tight and we need new money coming into our country that can be taxed and used to fund public sector services. We needed to invest in our children and future generations so that they could become our inventors and manufacturers. Can you believe it readers? Our focus as 2 Kursaal ward councillors seemed intensely in agreement that Kursaal residents come first before our own roles and positions are councillors. What I did say to Judith was that she was very hurtful to Cllr Louise Burdett and myself by claiming during her campaign that we did not support Porters Grange school. I re iterated that this was very hurtful. Judith then stated that if feelings were hurt during the campaign then she was sorry for any hurt caused and that now was the time to move on.

Action

We agreed to try to find ways to work together for the good of Kursaal ward by sharing information from time to time. Residents and readers this will be a struggle because Judith has been very very hurtful towards us.

I started by letting her know that I was attending a meeting with Paul West related to seafront traders. She asked for a briefing. She invited me to a community meeting for which I asked for a briefing (we are getting there :).

I told her about an anti poverty motion that I am submitting to full council for which she gave support.

I queried her cross examining style of questioning towards me for which she gave some advice.

I introduced her to my wife and baby daughter to whom she was reasonably polite.

Swing Kursaal Ward Play free showing

"I nearly fell off my chair!" ...(again) after seeing a fellow Kursaal Ward councillor on stage in a play about the nostalgia historic and symbolic Kursaal . Her character was not too dissimilar from the persona that I have come to know in council. When the 30 minute play ended I greeted Judith McMahon to say "Well done" for her contribution to live arts performance on the Woodgrange Estate. She then asked " Are you going to join in any of the plays?". I responded saying that: "If asked by Esturary I will help in any way I can". This was still a difficult conversation but it seemed alright and harmless, thankfully.

Ship Pub residents Meeting

This morning at 8am Tim Clayson drove from Branksome Road to the City Beach with myself. His greetings to me were as follows: "Good morning...coming in for a cup of tea or what?!!". I murmured to him that I was on the mobile. He stepped out of his home and told me that he was going to get a morning newspaper. He returned with the echo newspaper and the sun newspaper and welcomed me into his home where I greeted his wife Mrs. Clayson.

After some initial greetings we got into his white van and headed towards the City Beach. We took in the view of Marine Parade and the Arches. Tim indicated that he wanted to take in what was going on. We turned near the arches and headed back to the City Beach where James and Jimmy local residents waited to greet us. We discussed the issues related to the potential of the site and the concerns they offered as residents. Several commuters driving to work gave us a toot on their care horns. "Who is that?" asked Jimmy. "That's Carole from my Conservative Office heading to work I said". The banter was great. The photographer from the Echo arrived and so did Mr. Young one of my residents. When the meeting ended we all went our separate ways to crack on with the day ahead.

Dear Councillor

Under the Floods and Water management Act 2010, the Council became a Lead Local Flood Authority (LLFA) with numerous new duties in the area of Local (that is basically surface water and groundwater) flood management. Among those duties is a responsibility to investigate “significant” flood incidents throughout our area.

The intense rain of yesterday afternoon is typical of events which could well give rise to surface flooding.

As the lead officer for local flooding issues, I need to set up a reporting system, whereby I can ensure that all flooding incidents are reported to me, enabling me to discharge the Council’s duty. As elected Members I feel sure that residents would let you know of occurrences of flooding to their properties, and when that happens, it would be most helpful if you could pass their reports on to me, so that we may keep complete records.

On a very warm evening Louise Burdett and myself attended the South Essex Primary mini soccer leagues annual general meeting. Adopting of the 6 new clubs was a nerve racking process to be part of.

The club house at Eastwoodbury Lane was a packed environment with well over 100 people in attendance. Louise took to the floor and gave an amazing speech about the importance of club sport to help young people some of whom come from low income families and environments.

Louise cited the film Africa United (http://en.wikipedia.org/wiki/Africa_United_(2010_film) and the strength and inspiration of the 3 main characters in the movie who travel the length of Africa through many dangers and adventures to get to the World Cup in South Africa. Louise cited the memory of her deceased grandfathers very own football team named Bashley FC in New forest.

The members of the league were asked to cast their votes in favour of CASA juniors joining the league. The result was amazing. It was a huge relief when all twenty plus teams accepted us into the league."Here are your voting cards" said the league official. This was a relief.

We now look forward to enrolling young people interested in being coached and playing is mini soccer league (exhibition format) from September 2011.

Planning Permissions for New Buildings

Kursaal ward is a place of opportunity for developers. However, our residents are strong enough to probe the integrity of various building schemes to best effect.

Today I spent the morning in the planning department speaking to council officers concerning proposed developments in Kursaal ward.

Kilworth area

Result: Application to develop 11 flats at the north side of Kilworth Avenue has now been withdrawn.

I provided feedback to Mr. Donald who was pleased that I was able to let him know the outcome. He stated that he is not opposed to development but insisted that they must be properly thought through.

Marine Parade

In 2005 a planning permission request to build a 16 storey development. This plan expired in 2008.

In 2010 the Goldfield Development purchased the land from the former owners. In June 2011 the Echo newspaper revealed that there are plans for the Inner London Group to build a 14 storey building (http://www.southendstandard.co.uk/news/southend/9067906.Developer_poised_to_submit_its_designs_for_Marine_Plaza/).

The echo did not obtain information Southend Borough Council about their discussions with Larry Fenttiman, a partner in the Inner London Group.

I have met with council officers today who have advised that following the demolition of the Ship public house the enforcement officers will be trying to find out whether the demolition is in line with Prior Approval. The council were not aware of the demolition.

My view is that any future scheme should not be 14 storeys high. 10 storeys would be much more reasonable. We also need improvements to the tarmac surface of Pleasant Road, Hartington Road and surrounding areas. I am delighted that inward investment is coming once again to the Kursaal ‘City Beach’ ward.

Father Frank Smith led this special service to mark a special occasion to honour the sacrifice made by armed forces soldiers and veterans. Over 100 people attended the outdoor event at the heart of Kursaal wards City Beach podium. Also in attendance were Southend Borough Councils deputy mayor Mrs. Sally Carr (St. Lukes Ward), Cllr. On greeting Mrs Kerr her opening remarks were "Surprised at you...promising everything". I remember this exact statement as part of an Independent candidates campaign in May 2011 and I told her this. I was invited into her home was 100% respectful of Mrs. Kerr's opinion. In my view everyone has a right to their opinion even though there may be factual inaccuracies from time to time. My immediate response was "Candidates during election time have to be very careful of slander during campaigns". I also stated that my track record is unblemished as I only ever promised to help residents and always do this. I said to Mrs Kerr "you even enrolled your son at my free football clinic last August!" and she smiled in acknowledgement of this as if to say: "Blaine I was only testing you I wanted you to tell be me how you help the community.

On a truly disappointing note her husband Mr Kerr's vehicle was "torched" by mindless thugs in an arson attack in several months ago. He and his family are disappointed that mindless criminals live amongst us and have limited regard for the safety and care of other people. They liaise with Estuary Housing association about their concerns. The police have been unable to catch the culprits. Mr and Mrs Kerr are interested in attending the future Neighbourhood Action Panel meetings but are unable to attend the meeting on the 27th June 2011.

Cllr Robin said: The UK always seeks to attract inward investment to facilitate job creation, prosperity and economic stability. The chinese prime minster visited car plant in Longbridge, West Midlands.

We have chinese firms based in Southend. It would have been a serious coup if he would have been able to tour Southend on Sea.

Steve Riley saves the day again!

Ilfracombe Ave resident "saves the day"...again. It is 8am on Saturday morning I am at the home of Steve Riley. He has agreed to help me with some labouring work. "Want a cup of tea Blaine?". I agree to a cup of tea. We sit and have a chat in his lounge. Steve Riley specialises in house clearance. We travelled together in Steve's truck to a recycling plant in Rochford and talked to me about the costs involved in managing effective recycling. He stated for example that he has to pay to dispose of the waste that is collected. When this "mark up" is passed onto the customer it means that it can be difficult to make a living in this sector. Steve Riley helped to provide transportation of recycled timber and manure for use on my allotment on Norwich Avenue. Thank you Steve Riley.

Kursaal Estate "Arts project" in full swing

Dear Councillors,

On behalf of Estuary Housing I would like to invite you to come along to enjoy a short community play that is being held at:
Centre Place Family Centre, Prospect Close, next week on Tuesday 28th June 2011 at 6.00 p.m.

The play is part of a community drama project involving residents of the Woodgrange Drive Estate, graduate students from E15 and the University of Essex and Estuary Housing Association. The cast have successfully performed the play as one of a group of community plays at a small theatre in Whitechapel, London recently.

The play is based around the old Kursaal Amusement Park and identifies the changes which occur between the characters as individuals and what can be achieved when everyone pulls together.

The purpose of setting up the project was to work with residents to build confidence, promote community cohesion and for participants to learn new skills through acting.

I have attached a poster for your information and do hope you will be able to join us.

On the 22nd June 2011 local resident got behind a long campaign led by conservative councillors Blaine Robin and Louise Burdett and local resident Sean Callahan.

The evening led by Council Officers proved to be hugely successful with residents from Hartington , Pleasant, Burnaby , Beach, Burdett and Arnold Avenue visiting to make their voices heard.

Cllr. Robin said: This is one of the reasons why I came into politics to witness the power of communities coming together to say "enough is enough" ...."we want action". The council is developing effective consultation methods and this is proof that they are a listening organisation.

This campaign started in 2008 with a feature run by the Yellow Advertiser and now it is coming together.

According to various media sources many places in our country "is in the grip of a literacy crisis" with as many as 1 million children in London are unable to read by the age of 11 (Tom Harper from the Evening Standard 1st June 2011). Dyslexia is a condition affecting many peoples abilities with school and adult life (http://www.thisislondon.co.uk/standard/article-23955155-london-city-of-children-who-cannot-read.do).

How many children outside of our special schools and colleges are recorded as having Dyslexia and what support is available for children with this condition in Southend ?

2. How many adults within Southend Borough Councils employment are recorded as having Dyslexia and what support is available within the organisation to help those staff perform their role adequately?

3. The Direct gov information website states:

' The government is phasing out the Default Retirement Age (DRA) from April 2011. If you did not receive notification of your retirement from your employer before 6 April 2011 the DRA will not apply to you. If the DRA does not apply to you, your employer may still be able to decide at what age you retire. But they will have to show an Employment Tribunal that this dismissal was not unlawful age discrimination. These changes will mean that in most cases you can choose when to retire' .

A Disabled Facilities Grant is a local authority grant. The grant worth approximately
£30,000 to an individual is means tested and helps towards the cost of adapting ones home to enable people to continue to live as independently as possible. A grant can be used to give independence in and around the home and/or to provide essential facilities within it.

An occupational therapist will look at your circumstances and can recommend the type of adaptation(s) needed.

Southend Borough Councils employs a team of approximately twenty to twenty five Occupational Therapists, Depot manager, Equipment delivery staff, Therapy Assistants and Administrative staff based at Temple Farm Industrial estate. They work alongside another fifteen to twenty Occupational Therapy staff employed wholey by the Health Authority. Several years ago under Section 31 of the Health Act 1999 Southend Primary Care Trust took over the management of our staff . This legislation has now been repealed and replaced, for England, by section 75 of the National Health Service Act 2006.

As part of the NHS plans to abolish Primary Care trust in 2013 Southend Primary Care trust tendered a contract for a range of provider services such as District Nursing services and Wheelchair Assessments. In 2011 South Essex Primary Care trust won a contract from Southend Primary Care trust to provide a range of services. This service includes the management of Southend Borough Council Occupational Therapist Service.

Would it be possible for Southend Borough Council to extend an invitation to the Chief Executive of Southend Primary care trust to meet the council and share his views about the vision of SEPT and the custodial role they provide to our contracted staff within his organisation?

"There must be a genuine mistake" is what crossed my mind when learning that neither my motions or two questions related to dyslexia were not including in the full council proceedings. Several weeks ago I submitted these items to the leader of the council and chief executive. The motion wanted the council to consider how useful an economic index would be when articulating any future proposals requiring the council to spend money. I did stand up in full council to ask why my two questions related to dyslexia and my proposed motion was not included in the agenda. I was advised to submit them in time for the next full council meeting.

I was initially disappointed with council. I am however patient and hope my submissions will be accepted by the council in time for July 2011's full council meeting. I did state at the meeting that my residents live in the most deprived area of the town with some of the highest level of educational need and while I am Kursaal ward councillor I will fight to ensure that an ongoing needs assessment of places like Kursaal ward is never far away from the councils business.

Frank Bruno visits Southend on Sea

Former World Heavyweight Champion Boxer Mr. Frank Bruno was a keynote speaker at Southend Mental Health charity, Southend Mind.The conference held at the Park Inn Hotel on the 22nd June 2011. He talked openly about his experiences and is an inspiration to many people who battle with bi polar disorders and other forms of mental illness.Cllr. Blaine Robin said: " He is really down to earth. People instantly warmed to his sense of humour and positive demeanour . I mentioned that our parents hailed from the same place Dominica and he lit up with a smile and asked

Mental health conference

On Saturday 18th June 2011 Cllr. Dr. Blaine Gideon Robin joined several residents of Southchurch Avenue and together they rolled their sleeves up and cleared an alleyway which was strewn with fly tipped rubbish.Cllr Robin said: Community projects involving family and friends saves money at a time when people have very little disposable income. Even casual labour can cost between £100 to £150 for the day. Imagine if a person is on a small pension and the victim of fly tipping. They will struggle immensely to pay for clearing this level of blight. The cost of living is too high.Local resident Mrs. Henriques, whose family live on Southchurch Avenue said: Rubbish of this nature is not healthy. It attracts a lot of vermin. We do not want our children to suffer because of fly tipped rubbish.Mrs. Henriques's eleven year old daughter Edwina said: There was a lot of rubbish there. It will not smell anymore. Cllr Burdett who is leading the development of a national project to create jobs said: We need to be educating the "fly tippers" to prevent them from spoiling our local communities.

Parking Consultation for Kursaal residents

Hi Blaine,

Just seen your blog - thank you for voicing your support for Carers.

I must say - I am never quite sure how far I can push things at the Committee meetings.

I would have liked the Committee to have tabled a motion formally condemning the PCT.

Being a non voting member of the committee, I am not sure that I can propose such a motion.

How can a responsible organisation approve their multi million pound budget of public money (I think it is in the order of £550m) which includes a budget of £12m for Continuing Care only to discover a few days later that the Continuing Care budget is likely to be overspent by some £6m - a 50% overspend.

That appears to be gross mis-management.

I also cannot understand why they are so late in approving their budget for 2011/2012 - by the end of May a major proportion of the budget will have been fully committed before it had even been approved - indeed 2 months' of the budget would have already have been spent. In the private sector a budget is approved months before the financial year starts.

I also cannot understand how the Department of Health can announce £400m to be allocated for extra breaks for Carers - to be distributed via the PCTs - thus creating an expectation within the Carers' community - and not ring fence the money for that purpose.

I plan to raise this with our local MPs.

I did not like to labour this point - but the £50,000 allocated for Carers is for all South East Essex - so about £25,000 will be allocated to Southend-on-Sea. That works out at £1.47 a Carer - the average Carer provides £17,471 worth of care a year. It does not stack up.

As I said in an email to Ian Stidston with copies to Katherine Kirk and Andrew Pike:

Once again - Carers seem to be at the bottom of the pile - with nobody having any real interest in supporting Carers.

It first opened for business on St George’s Day, April 23rd, and has been operating every Friday and Saturday since.

Peter Stroudley and Cllr Horrigan speak out for carers

At last nights community services scrutiny committee meeting Peter Stroudley (Carers Forum) expressed serious concern about the future funding of support for carers in Southend on Sea. He received an overwhelming amount of support from members of the committee.

In his opening report he commemorated Carers Week by reminding everyone about the true worth that unpaid carers provided to the local and national economy. He mentioned that the estimated net value that unpaid carers provided to the local economy was 297 million pounds per annum. Along with Cllr Gwen Horrigan they expressed dissatisfaction at the Southend Primary care trusts announcement that 50 thousand pounds would be invested to support the needs of carers in Southend.

I appealled openly for Southend Borough Council (Simon Leftley - Director of Adult Social Care) and Ian Stidson ( Director of Primary Care and Partnership Commissioning) to work together an share ideas about helping those in need of long term care home funding. Concerns were expressed following the announcement by the Primary Care trust that 6 million pounds risk was identified in their continuing care budget for 2011/2012 as demand for long term care known as continuing care increasing amongst the general population.

Community Services Scrutiny committee

Last night I attended the community services scrutiny committee meeting held at the Southend on Sea Borough council civic centre. The meeting was chaired by councillor Ann Holland with myself as Vice Chair. Members present included councillors Betson, Borton, Brown, Dr. Caunce, Chalk, Gilbert, Hadley, Horrigan MBE, Jones, Kay, Dr. Velmurugan and Walker. The following co opted members were also in attendance: Mr. E Camps (LINks), Ms. Alison Semmence (SAVS) and Mr. P Stroudley (Carers Forum).

Presentations were provided by two senior members of staff from South Essex Partnership Trust about the organisations broader mental health services and interim arrangements in place between NHS South East Essex and SEPT: Sally Morris (Director of Operations) and Dr. Pauline Roberts (Medical Director). SEPT now manage services in Bedford, Luton and Essex including Southend Borough Councils Occupational Therapy service.

Outcome: When the presentation ended committee members including myself asked a series of questions regarding the needs of the Southend community. Dr Val, Cllr Gilbert expressed concern about the situation of the Taylor centre. I asked about Social Inclusion, mental health services in deprived communities such as Kursaal, and the need to reduce over medicating on anti psychotic medication for people with dementia. South Essex Partnership trust currently manage Southend Borough Councils Occupational Therapy service based at Temple Farm Industrial estate. This service was previously managed by Southend Primary Care Trust under the Health Act 1999 (section 39) partnership agreements and is worth approximately One million pounds per annum as a running cost. The service comprise of Occupational Therapy professionals who assess people living at home in need of major adaptations and minor adaptations. SEPT must be one of the few mental health organisations in the country that manage an outsourced council budgeted Occupational Therapy service. I will monitor this situation closely and currently ask frequent questions of the Director Simon Leftley about the Occupational Therapy service. One question I asked last night was: Who provide line management to head of the social services Occupational Therapy services especially if managed by a mental health trust.

I attended the Wesley Methodist church, Elm Road, Leigh on Sea for the Mayors Civic service with my son. I gave a reading from the book of Joel. I was absolutely moved by the whole service. City Beach for Life

'Speed humps...no one likes them.Victoria Circus...people are moaning. What a waste!' says local resident and disillusioned patriot Steve Riley of Ilfracombe Ave. In response to passionate residents like Steve Riley Cllr. Dr. Robin says: The City Beach investment and facility must not fail residents. Cllr. Robin attended this meeting in his capacity as a guest and Kursaal Ward councillor.

On arrival in the foyer he made an effort to meet and greet as many residents as possible. The proposal was put to the committee and members of the public by council officer Richard Backhouse regarding traffic regulation orders to 1. Hartington Road One Way southbound from its junction with Lucy Road at Marine Parade.

2. Pleasant Road One Way southbound from its junction with Hartington Place to its junction with Marine Parade.

3. 20 Mile per hour limit Southchurch Avenue to a point 230 metres west of Pier Hill.

Cllr Louise Burdett also made huge efforts to engage with as many residents as possible. The speed camera is to be purchased by Keymed Ltd as a donation to the town. Cllr. Dr. Blaine Gideon Robin firmly spoke out for the Safety of Kursaal residents.

He said: It is imperative that residents, emergency service workers and emergency services should have safe access with minimal disruption. He said: Peoples lives matter.

8th June 2011: Southend Council Councillors Workroom

"Good morning Cllr Robin!" is what greeted me this morning when I sat in the Councillor work room.

I looked up and to my surprise (and disgust) it was Cllr Judith McMahon greeting me. I could have fallen from my chair.

"Good morning Cllr. Judith", I replied, hoping that this was as far as the conversation would go.
" Is there something wrong with your voice?" She asked..."You normally are able to project your voice!".

I said to myself: " What an odd person Judith is, why in God Heaven is she attempting to hold a conversation with me?. After all we cannot stand one another!"

She continued to talk about the forthcoming bible reading that the Mayor Cllr David Norman asked me to read this coming Sunday. She was almost cross examining me with her style of questioning.

After this sorry episode of painstaking conversation I left the workroom to work elsewhere in the building.

The invitation from his worshipful Cllr. Norman came after several weeks of Labour provoked conflict in which Judith McMahon reported me to the Standards Board and Cllr. Norman to the South Essex Homes board. At the time I perceived these events to be a form of harassment and so stood my ground. Why should I let people work all over me when it suits them ? Thankfully, the matter was resolved, after a meeting with the Council leaders , Cllr. Norman and myself; and the standards board decided not to pursue the complaint from Judith McMahon. Cllr. David Norman then expressed a desire for me to read a passage from the bible at his first service as Council Mayor. In mature fashion I accepted the invitation as an honour to him and our Lord Jesus Christ, the one and only saviour and protector against evil people. In my humble opinion Cllr. Norman has total class and dignity. It is a pity that Judith McMahon cannot learn how to be more professional. I don't want to talk to her -especially after she blanked me on the 5th May 2011 at the election count when I said: "Good evening".

South Essex Homes - Estate Inspections

Today I was South Essex Homes Board representative on the Estate Walkabout in the St. Laurence Ward part of town. Our aim is to cover inspections of the complete town of Southend on Sea. I was greeted by hard working staff members Estates and Service Officer: Rob Brushette and Tenancy Officer Miss. Charlotte Barker I arrived at the meeting Place Lundy Close at 945am. I learned that South Essex Homes commission ISS and Landscape Waterers Ltd to deal with grounds maintenance. I found the flower gardens and grass verges to be well maintained. A private road backing onto some of the properties had pot holes which were duly evidenced and reported. We visited "part one" accommodation on Western Approaches and more dwellings on Neil Armstrong Way. I learned that various work projects that are identified as problems during "walkabout inspections" can be classified into some of the following headings.

1. Redecoration programmes 2. Responsive repairs - e.g. Gutterings, fascias and soffet boards,Fluorescent light repairs 3. Fence repairs and Kick panel repairs to fences.

Tonight I have a Board members appraisal which will be based the South Essex Homes main office on Cheviot Road. I think that it is right that local politicians are appraised about the work they carry out whilst in elected office. The ultimate appraisal however is the most important one to me and that is to be "voted" by the community to perform the role I currently undertake.

Each year the scrutiny groups work on a specific project to shed light on matters of concern to the residents of Southend on Sea Borough Council. Below is a history of some of the topics covered. When the Independent Party/Group councillors choose not to sit on scrutiny committees - The Southend Echo has recently covered several stories about Cllr Paul Van Looy - these are some of the issues they fail to contribute towards. It does not seem right that they can ask for residents to vote them, on the premise that they provide something more resident focused than Party politics. Then once in they decline from participating in vital resident focused issues when other members have to work hard for the benefit of residents. I am proud to work hard for the residents of Kursaal ward. I leave meetings late at night and help many families in desperate need of emergency help and advice. I also attend council meetings and liaise with officers during working hours about matters related to Kursaal ward. Say what you like about her Mrs. Anna Waite never let St. Lukes residents down. She worked very very hard for the St. Lukes residents.

Now take Judith McMahon's - Labour re elected Kursaal ward councillor. She sat in her safe seat for 8 years doing nothing of any real consequence . She was voted off the council in May 2010 and got the jolt of her life having lost her seat to another hard working Conservative councillor Louise Burdett. After peddling a whole barrel load of Labour lies in 2011 election campaign about the Kursaal conservative councillors by using Porters Grange as a gloried Labour campaign centre she was voted back in. I am just glad the truth has emerged about her dirty campaigning and we will never let the residents of Kursaal ward forget about the real Judith McMahon possible Tory hater...all day long.

The moral of this blog is this: Simply work for the residents...and not a twisted and distorted ideology whether Labour or Independents just get on with the job of performing your council duties fairly and judiciously.

Labour Watch...Labour rhetoric...Be Careful

Does the chair of Southend Labour party really have any idea about welfare state dependency?

On May 12th 2011 - Julian Ware Lane wrote:
I am happy with a meritocracy, a society where those who work hard are rewarded. My deviation from the right is that I would not see those less fortunate flounder without the helping hand of a caring welfare state. Yes, I would help the lazy, but I do stress that I am unhappy with being on benefits as a lifestyle choice.

His values are clearly laid out bare for the whole world and their kitchen sink to see. This is why Judith McMahon's version of New Labour in Kursaal ward is not sustainable in Southend on Sea. She has to look up to leaders such as Julian Ware Lane for balanced perspectives on how to waste your taxpayers money or dribble ideological rhetoric in order to gain votes.

When one read the recent Office of National Statistics information it is not surprising why New Labour Socialists engage in hostility and dirty tactics to gain seats:

“ The number of households with two or more generations unemployed has doubled to 352,000 under the previous Labour Government. The ONS also found from a study that 7 out of 10 from this group have no intention of finding work soon” (ONS 2011).

In my view everyone in our society needs help...not endless handouts...to the lazy :(

Taking Care of the Environment

I received this correspondence today from the Aboricultural team. I felt it import to inform residents of Kursaal ward that some tree removal and replanting is to take place in Southchurch Hall Gardens. This is very important in order to maintain a sustainable eco environment.

The correspondence reads as follows:

Dear Councillors,

Further to a recent site visit and an arboricultural inspection, please be aware that the following two trees are scheduled for removal:-

Location: Southchurch Hall Gardens, lower garden area south west corner

Tree species: Poplars

Reason for removal: Established fungal decay in main lower stem section, general decay at points of re-growth from previous heavy reductions

Where a tree is removed the location is recorded for replanting, ensuring that tree cover within the town is maintained and extended in line with Council policy.

The precise location for the replanting is subject to a number of constraints such as existing underground/overhead services, continued presence of tree roots/old stumps/soil pathogens and the maintenance of safe sight lines etc.

The rise and fall of a business empire? Care of the elderly has to be a respected high priority. Dependency in later years will affect all of us even those multi million pound executives. I believe the small and medium sized enterprises in this field need to be support especially as these bigger firms struggle and possible sell off their good will. Southend on Sea has one of the largest concentration of care homes in Essex. I would like to ensure safegruarding remains a priority. Boscombe Lodge is in the ward I represent and I have been impressed with its standing so far in the community. Do any of my friends or family have experience of Care homes for the elderly in the USA, Canada, Asia, UK or the West Indies. If so please share with me ideas about how care homes groups such as Southern Cross are coping in your country. We need to learn ideas for good practice from one another.

The following coverage of the Southern Cross group has raised my concerns about the long term care of the elderly in our society.

As you are aware, these areas were requested for parking controls to relieve the pressure for residents. Plans are ready and we have almost completed the consultation documents for these areas and hope to get them sent to the printer w/c 6th June for delivery to residents w/c 13th June. The consultation period will run until the 15th July and we need to identify 1 evening and 1 Saturday session at the Kursaal for residents to come and see larger scale plans and give an opportunity for questions/suggestions etc which of course you will be welcome to attend. Are you available to come and have a look at the plans prior to the printing process (i.e. before the 6th)?

Tours of waste management services

I might try to attend this visit. It will give me significant insight into how waste is processed.

Dear Councillors,

There is an opportunity to visit two recycling facilities in June – one is an In-Vessel Composting Facility which is a technology available for reprocessing the food waste in the borough and the other is a Textile Recycling facility which collects textiles in some of the mini-recycling centres in the borough.
Please find below an outline of the dates and times these facilities are available to provide a guided tour. 15th June 1pm - Visit to Agrivert In-Vessel Composting Facility (Potters Bar, Hertfordshire, EN6 3NA).

For both visits please ensure appropriate foot wear is taken with you (flat, comfortable shoes – no sandals or high heels for example). Anyone with access to a Hi-Viz should also bring that with you, although of course the facilities will have spares where required.

1. Street Scene to Change

Cllr Dr Blaine Robin is delighted to announce the launch of the Environmental Care Team (ECT). Cllr Dr Robin said the council’s response to a diverse range of environmental issues is improving all the time. In Kursaal ward in particular there is a need to respond out of hours emergencies. I have been pushing for greater partnerships with the local police on this matter. I am confident that resident will back the development of the new ECT.

2. New slip road opening at Southend Victoria

Cllr Dr Blaine Robin was present for the opening of the new slip road opening at Victoria station. Together with council officer Mr. P Mathieson and resident they observed and studied key safety issues affecting the access use by busses, pedestrian and cyclists.
Cllr Robin said: Safety is paramount. I will now lobby for local artists to be given an opportunity to utilise the open spaces for the benefit of everyone in the town. Young people are particularly happy with the new space which make a real difference in how councils mobilise the views of young people.

3. Summit meeting yield high rewards

Cllr Dr Blaine Robin and Cllr Louise Burdett heaped high praise on council officers. Following last weeks summit meeting about City Beach – today a productive meeting took place to explore the viability of Street stall/ car boot sale type markets on City Beach especially during the winter months.

Cllr. Dr. Blaine Robin said: I believe in this wholeheartedly. The multiplier effects of the local economy having a gain for residents are very important. I would like to thank Tim Clayson a local resident from Branksomb Road for asking me to consider the viability of a street market scenario on City Beach during the winter months and possibly an all year round opportunity.
Cllr Burdett said: The council officers Scott Dolling - Group Manager for Regeneration and Emma Cooney - Manager of Enterprise and Tourism are very committed to the residents and the uplift of the Kursaal ward.

4. Christine Lynch - Manager of Council Tax services meets Cllr Dr Blaine Robin and Cllr Louise Burdett

Today’s meeting was a huge success. We learned that for 2010 the retrieval rate was 97.9% of council tax paid on time by residents. We also asked about the role of Bailiff Firms. We were reassured that the councils want to engage with all residents who have difficulty paying their council tax bills. Officially Southend Borough Council will be commissioning the services of three Bailiff firms.

5. Pleasant Road, Hartington Road to Burnaby Road parking schemes

In 2008 I campaigned to improve the parking opportunities of residents in Burnaby Road. I asked local resident Sean Callahan (Burnaby Road) to spearhead the resident engagement activity and due to his success we are nearing a date for consultation with the residents.

We have now commenced Labour Party Watch, Labour Lies. We aim to provide an open and transparent gaze into the dark world of Kursaal Labour Party politics so that you can judge for yourself the credibility of your Labour Party representative Judith McMahon. Beware the Kursaal Labour campaigners who preach the politics of hate and division.
New Labour politician, socialist, Cllr Judith McMahon attends community meeting at Christchurch Court openly gives inaccurate information to her fellow councillor about her failed attendance at a community. Cllr. Dr. Blaine Robin says: " Something does not seem right about this newly elected Labour councillor".

When I was first elected in 2008 she and her colleagues helped to have me arrested and interviewed under caution by the Southend Police. This is not right. I forgave them and got on with the role. Then last year after a slanderous and malicious progranda tactic on her part I was reported "again" by her to the civic authorities for "openly trying to defend myself". Thankfully the civic authorities saw sense and saw her nonsense for what it was. Thank God for the Enquirier is what I say.

One needs to be relaxed and poised when in a position of office not openly hostile and aggressive. I for one will be staying away from her. Please residents simply judge for yourself the level of vitriole and hate politics being openly promoted by this person. We do not need this in Kursaal ward.

It is not an everyday occurrence that one gets to meet famous and respected artists, but today I had the pleasure of meeting local artist Sandra Elhers. She welcomed myself and other local artist, Edna Henriques, to her home with bubbling enthusiasm and an abundance of hospitality and warmth. Sandra, a Kursaal ward resident, took time to welcome us into her home. Like Edna, she too will be entering the Essex Open art exhibition. Sandra has been an artist for many years. She has made significant contributions to the community through art. She was able to talk to us about the themes that have guided her work. Sometimes an interest in politics, environment or social theme influences her productions. She is a great person.

And now some great news....this is the latest correspondence from Sandra!

However I have worked in conjunction with Milk 'n' Sugar Coffee Bar in SOUTHEND VICTORIA STATION to launch my own local offering and educational experience. ........ 248 recycled milk bottles,plus newspapers from the Station, to form an Installation. This is also connected to the work I have just completed for The Royal Opera House Creative Partnership, in Earls Hall Junior School. Blood sweat and tears!

Following the election of Cllr McMahon in May 2011 we are announcing a Labour Party watch activity. Judith McMahon's campaigning activities have been disgraceful. In 2008 she boldly photographed Kursaal children refusing the call of parents not to do so. In 2011 she used Porters Grange parents and pupils for political advantage by peddling Labour lies. Cllr. Dr. Robin are 100% supporters of Porters Grange and all schools in Southend. We would like to thank the families who initially raised concerns to us about this. Please watch this space for future announcements about Labour Party watch and Labour Party lies. Unfortunately, this level of slander makes our relationship with Judith McMahon untenable. This is a shame because all councillors need to work together for the good of the community. Her selfish pursuit of political glory has caused this. Hopefully, in four years time residents will remember her antics and elect someone else.

Chase High School

I had the pleasure of taking part in Open event of the Chase High School post 16 education centre. We spent the session visiting the various learning suits. I am photographed with the Head of the School who has done a great job and empowering the youth and raising standards at Chase High school. The building was completed by Kier Group limited. This is a commercial firm with a good reputation of corporate social responsibility. I spent some time during the visit working with some young people and helping them with their studies. The facilities and the staff and the youngsters I met are a credit to Chase High School. Many young people who live in Kursaal ward are students at Chase High School. It is important to be fair and not prejudice about the cultural heritage that the Romany Gypsy communities bring to our rich and diverse culture. People of Romany Gypsy ethnicity are widespread throughout Southend on Sea and Essex as a whole. Unfortunately, tensions can spill over in Schools when groups of young people clash on the basis of limited knowledge about one another . Sometimes school teachers struggle to know how to cope.

' The Children’s Society reports that nearly 9 out of every 10 children and young people from a Gypsy background have suffered racial abuse and nearly two thirds have also been bullied or physically attacked.
The Department for Children Schools and Families recognises that the educational achievement of Gypsy Roma and Traveller youth is the worst in the country.
The Department of Health accepts that Gypsy, Roma and Traveller communities have the worst health and lowest life expectancy in the country' (http://www.grthm.co.uk/whatis.php).

Cllr. Dr. Blaine Robin (Kursaal Ward) said: Many stereotypes accorded to the traveller communities in general by local newspapers do not apply in the same way to the Romany community. For example:They do pay taxes. They do no pitch their caravans on non designated sites, as many are landowners in their own rights. They are very influential in Society. They are a wealth creating community. They enjoy travelling the countryside and appreciating nature. They appreciate all faiths: Christians, Hindus, Rastafarian's, Islamic, Jewish. They are a loving community who share their wealth and cultural events with non Romany people. They have cultural heritage, including a renowned language going back 500 years spanning several continents. Professor Thomas Acton, University of Greenwich, has supervised Dr. Robin in Health and Social Care. Professor Acton is an expert and Romany Culture. He has supported efforts to promote knowledge aimed at dispelling negative stereotypes that can often be portrayed in society. Due to the widespread fears about travellers communities in general visiting Southend Beaches it is necessary to bring to your attention Planning for Travellers Sites: Consultation being put forward by the government. The Department for Local Government are interested to hear from members of the public and councillors about this.
